  • Experienced in livelihoods analysis, focusing on economic assessment of returns to different livelihood options using Household Economy Analysis (HEA) – a framework for understanding livelihoods and the household economy – and the Sustainable Livelihoods Approach (SLA)
  • Experience in programme review, evaluation and technical assistance of donor-funded programmes in social sectors
  • Expert in project cycle management (PCM), Human rights based approach (HRBA) and gender mainstreaming (GM) in programmes, change management and results based management (RBM)

Development and Corporate finance

  • Developing and delivering capacity interventions in financial management.
  • Institutional capacity development interventions targeting CSOs, NGOs and other Non-state actors (NSA) in Africa and beyond on policy formulation and implementation, strategy and skills development in financial management and human resources management
  • Expertise in financial modelling, forecasting & analysis
  • Extensive experience in research and development of human resources, operations, accounting and financial management procedures, guidelines and manuals
  • Expertise in Public sector and NGOs financial management and capacity building thereof
  • Establishing business processes and internal operating procedures in finance, governance, procurement and Information technology for government departments, not for profit organizations and private sector.
  • He is well versed in the programme and procurement rules of many development partners including USAID, EU, EDF, UN, DFID, IFC, World Bank, IMF among others

Governance

  • Governance expert with practical experience in carrying our capacity assessments and evaluation of training activities including facilitating workshops and seminars
  • Experience in developing governance tools including Board manuals, Charters, governance audit and other governance procedures
  • Establishing business processes and internal operating procedures in finance, governance, procurement and Information technology for government departments, not for profit organizations and private sector.

Research

  • Extensive experience in conducting feasibility studies
  • Extensive experience in conducting surveys
  • Extensive experience in conducting baseline, mid-term, end- line and post evaluations and reporting thereof.
  • Research using many approaches including outcome mapping, contribution analysis, process tracing, rights-based approaches among others
  • Econometric and statistical techniques for analyzing data including panel, time series, factor analysis etc
  • Design of economic surveys, tools for collecting primary and secondary data collection in various projects
  • Monitoring, evaluation & assessment of projects and programmes;
  • Developing teaching/training manuals, curriculum development, facilitating workshops and seminars in public financial management (PFM) and capacity building.
  • Leading strategic and policy analysis studies and reporting on the operation of regional and global environmental programmes, institutions, laws and thematic efforts

Financial Reporting & Advisory

  • Financial advisory in cash flow management, project management, reporting and evaluation of projects, including infrastructure projects e.g. water and sanitation, roads and bridges, telecoms, energy (Oil and power) and real estate projects
  • Expertise in budgeting for social sectors- children, old people, people living with disabilities
  • Extensive expertise in International financial reporting standards (IFRS), International public sector accounting standards (IPSAS) and experience in international auditing standards (IAS)
  • Samuel has developed financial reporting guidelines for NGOS, private sector, local authorities and governments in line with IFRS and IPSAS
  • Samuel has conducted many assessments/audits of accounting and finance systems, identified gaps by applying research methodology tools like training needs assessment (TNA) and surveys.

 Climate Finance

  • Experience in projects with cross-cutting issues (climate change adaptation, disaster risk reduction, environmental and livelihood security, biodiversity/ecosystems and climate change)
  • Expertise in blended Finance for Climate Change- structured transactions in which development finance and private capital achieves climate and environmental impacts, while delivering adequate risk-adjusted financial returns for investors
